Guards undergo bomb training

  Guards of various banking and financial institutions of Pagadian City attended a Bomb Awareness Seminar with the Philippine National Police, Explosive Ordnance Division with the Armed Forces Philippines, 1st Infantry “Tabak” Division here on June 22, 2008.

Chief of Police Reynaldo Maclang of Pagadian City PNP with Provincial Director Ramon Ochotorena also graced the seminar.

In the seminar, the guards were briefed on the intricacies of bomb disposal and other tips on what to do during such events. The materials on the compositions of bombs were also discussed to give the participants an appreciation of what they would deal and things to do with suspicious looking things and people in the areas of responsibility.

PD Ochotorena in his message said that people in the locality should render mutual help to abate the incidents of carnapping and other crimes as these are indeed, headaches for the populace and the police.**

Fire razes Boarding House

  Fire broke out despite of a rainy morning in Purok Adelfa, Barangay San Pedro, this city on Monday, June 23, 2008 at around 10:30 in the morning razing at least two houses used as boarding house by construction workers of the ongoing construction of the Gaisano Mall in Pagadian City.

The boarding house, owned by Lucy Jeanjacquet, was said to be composed of ten rooms and during the time the fire broke out, the families of the construction workers were in the house.

Chief Inspector Clemente Alvarez said that investigations are on-going to know the origin of the fire. Said incident was called to his office that warranted the immediate dispatch of firefighters in the scene. In an interview by the fire officers with Mrs. Livina Macasandag, 24 years old and a resident of the Municipality of Mutia, Zamboanga del Norte whose husband is a construction worker at the Gaisano Mall said that while she was about to send her children to sleep, they noticed a low voltage of electricity and later, they heard an explosion inside the room occupied by boarder Maru Darimbang, Pangalian Cali and Esmael Apakil who occupied one room in the boarding house. That upon hearing such explosion, they peeked and saw the next room already on fire.

Said fire was contained at around 11:25 AM and was registered at 11:45 AM as fire out. Estimated property damage was estimated to reach P30,000.00 more or less.**

Sen. Zubiri :“EVAT should be used to fund more irrigation projects”

  Mr. Biofuel, Senator Miguel “Migz” Zubiri in a press conference at the residence of Atty and Dr. Baldomero Fernandez in Dumagoc, Pagadian City on June 21, 2008 at around 7:00 PM said that the national government’s Expanded Value Added Tax collections should be used to fund the construction of more irrigation facilities for the Filipino farmers in order to abate the looming food crisis and ably help the farmers of Mindanao attain higher production.

This is so because there are a lot of farmers who depend on rain for the water on their rain fed farms and the National Irrigation Administration has dismally failed in their mission of providing irrigation facilities due to absence of funds.

As Vice-Chairman of the Committee on Agriculture at the Senate, the good senator also supports the establishment of farmer’s cooperatives for their mutual help and protection.

The senator, who came to grace the celebration of the 39th Araw ng Pagadian also introduced his staunchly promoted Biofuel Program as an alternative to the present gas the public is using.

Speaking in vernacular, the senator said that biofuel cost P25.00 cheaper than the present widely used commercial gasoline but due to the ethanol content of biofuels, a conversion of machines of our service vehicles is needed and that conversion of our machines would cost around P20,000 but said converted machines would be flex fuel vehicles.

Flex fuel vehicles mean that even if the machines are already converted, it still can be filled with other usual gasolines in the absence of biofuel ethanol gas.

The senator when asked for a message for the people of Pagadian, he ended saying “ kalinaw ug kahusay ang angay sa pinaghiusa”. **

Court suspends DepEd Regional Director

  Regional Director Jesus L. Nieves of the Department of Education, Regional Office No. 9 has been imposed a 90 day preventive suspension as per order issued by Undersecretary and Officer in Charge Teodosio C. Sangil on June 19, 2008.
Assistant Director Walter Albos has been designated as Officer in Charge.
Based on a reliable source, the case stemmed from a complaint allegedly filed by the COA Audit Team on an alleged ghost delivery of computers and accessories. The informant from the Department of Education Regional Office who requests not to be identified said that said materials come in the nature of undelivered computers, printers and accessories. The Officer in Charge Dr. Albos cannot be contacted for comment as he is in Zamboanga City as of this writing, in the Dep Ed’s “Satellite Office” to talk to other regional office employees for them to immediately transfer to Pagadian City being the new regional center. It was divulged that most employees from Zamboanga City submitted medical certificates to the office for them to be excused from reporting to Pagadian City due to “health reasons”, making them unfit to travel and be relocated . Dr. Albos reportedly said that he is willing to help those who refused to transfer to Pagadian City due to health reasons by offering to assist them in their applications for early retirement or disability benefits.
It can be recalled that the suspended director is one of those who refused to report to Pagadian City and instead continues to hold office in Zamboanga City to what he claims as satellite office.**

CUBA TO PROVIDE FREE SEX-CHANGE

The move is the latest in a series of policy changes implemented by President Raul Castro since he succeeded his elder brother, Fidel, in February. Raul Castro’s daughter, who heads the National Centre for Sex Education, spearheaded the changes in a country renowned for sexual conservatism. So far 28 transsexuals in the country have requested the operation.

TransCo repairs bomb-damaged tower in Lanao del Norte

  Pagadian City — The National Transmission Corp. (TransCo) reported it repaired bombed tower No. 22 at Barangay Tingintingin, Kauswagan, Lanao del Norte, Sunday morning, June 1 and shutdown the Abaga-Aurora 138 kilovolt (kv) transmission line at 8:00 a.m., to facilitate an emergency work that was disseminated to all affected customers a day before.

Transco Mindanao Operations and Maintenance Vice-President Lorrymir S. Adasa said tower no. 22 suffered damage on its tree legs and leaned heavily after explosives were set off on it last Thursday evening, May 29.
Adasa said grid power was transmitted through a bypass line at 8:20 a.m., Sunday, June 1 as an alternative route to the Abaga-Aurora line that was shutdown. The supply transfer to the by-pass line enabled the re-energization of Sta. Clara Substation on Naga, Zamboanga Sibugay, and Sangali Substation in Zamboanga City, in the meantime that the emergency line repair work was done.

Aurora Substation, which feeds power to LANECO, MOELCI- I & II, ZAMSURECO-I and ZANECO was re-energized at 10:00 a.m. after some emergency maintenance works were done with its bus breakers for the 100 MVA Power Transformer no. 2 by the Substation Maintenance Crew.
MOELCI-I & II however, received power from TransCo at around 1:52 p.m. on the same day, a little later than the other TransCo customers under Aurora Substation. This was due to another critical maintenance work conducted by the Power System Maintenance Department of TransCo. (Transco/PIA-ZN)

DENR gives out land titles, seedlings in Pagadian Independence Day rites

  Pagadian City (12 June) — Some 325 land titles and 3,000 seedlings of mahogany trees were distributed by the Department of the Environment and Natural Resources Office (DENR) in simple rites to commemorate our country’s 110th Independence Day at the Rizal Monument, City Hall Complex, this morning.
The land titles were awarded by Anastacio A. Castillo, Regional Technical Director (RTD) for Protected Area, Wildlife and Coastal Zone Management Services (PAWCZMS) to Agnes Panci-Panci, a beneficiary from the province of Zamboanga del Sur in a ceremonial turn-over held here.

Of the 325 land titles, 150 awarded to beneficiaries from the First District and 175 from the Second District which covers an area 400 hectares amounting to P260,000.00 under Agrarian Reform Fund -158.

In observance of Independence Day, Mayor Samuel S. Co expressed his heartfelt gratitude to the known and unknown martyrs, and hopes that the memory of their martyrdom will forever live in our hearts. “Their sacrifices will always inspire us especially those great souls who pioneered the independence movement and we remember them with reverence and gratitude,” Co remarkably recalled. He said that it is our responsibility to make our independence last forever, in the context of this year’s theme: “Republic Service tungo sa ganap na Kalayaan at Kaunlaran.”

Governor Aurora E. Cerilles in her message delivered by 1st Dist. Board Member Baldomero Fernandez said that the occasion reminds every Filipino of the ideals that our early forebears demonstrated in regaining our liberty and our genuine identity as Filipinos. "The examples of greatness of the forerunners of independence speak of genuine self-sacrifice proven by their willingness to defend this nation with blood, life and honor,” Cerilles added. “It is our sacred duty to love our country. This love should compel us to work together for peace and progress,” Cerilles further said.

Major Gen. Nehemias G. Pajarito in his message said, “the celebration of Independence Day must not only focus on what has been accomplished in the past but more importantly, on what we can accomplish in the future.” Gen. Pajarito encouraged every Filipino to come together and work resolutely for the welfare of our people, for the development of our nation and for the progress of our region. “Let us serve our country by fulfilling our duty to maintain and preserve our independence so that we may live to enjoy the blessings of freedom in an atmosphere of peace,” Pajarito urged. JUDGE ANSWERS THAT WIFE IS JUST OUT FOR MONEY

Judge Uyag P. Usman of the Pagadian City Shariah Court in our effort to air both sides of this controversy agreed to an exclusive interview with The Pagadian Tribune’s Melody Mabascog in answer to the allegations set by his estranged wife, Jocelyn Tandong Uyag.
The judge was given the chance to read the news article first before publication and gave his reactions.

On all of the allegations and accusations, the judge said that all of it were lies. The time she (referring to his wife) said that she was mauled, is not true because the judge at that time was sick adding that allegedly "kanang babayhana, kwarta ray giapas sa ako. Gusto niya kuhaun tanang sweldo nako, dili patagaan mga bata sa akong previous marriage. Ang tanang tawo kabalo ug unsang klase na siyang bayhana. Wala koy kaaway."

He also commented about the character of his wife even saying that the wife is "maot ug batasan, maski kinsa sa Pagadian nakaila niya".
The judge also replied and alleged that the wife all made these fabricated lies just to destroy his person. He also said that he is ready to face cases his wife has filed. He also informed the Tribune that he has already filed a case in court against his wife for carnapping and robbery.

"People in Pagadian knows me. Hindi sya dapat maghanap ng justice, ako ang biktima dito", the judge added.

In cases like this, it is always the wife who claims to be victims, but the judge portrayed that he is the victim here. The judge appealed to the public not to believe the allegations of the wife as he stoods by his honesty which is a prerequisite for his position. He added that such issues should be decided by the court as all of these will eventually come to there.

The judge repeatedly said that "lahat ng sinasabi niya ay walang katotohanan.She is just there to destroy my credibility. In fact, yong property namin sa Alta Tierra Tiguma, binigay ko na sa kanya, nag loan ako para sa kanya.Pati typewriter ng Supreme Court, ninakaw niya pati ang motor. ".

The judge said that "naging doctor of education sya through my efforts."

The judge added that he will stand for all he said and even signed the statements he made after the interview.
Finally, the judge appealed the public, both Muslims and Christians not to believe her and her allegations.

The judge when asked about his feelings of his wife, he said that he already filed a divorce proceedings to annul their marriage in Islam because "wala na ko mahigugma niya..Dugay na ko nag-agwanta", referring to her wife’s character.

The reason why this issue was delayed in its release was because of this exclusive interview as it is the policy of this paper to always present both sides of the issue in one release so as not to pre-judge nor give the impression of being biased.**

JUDGE'S WIFE CRIES INJUSTICE

  "Where is justice?

"This is the question of Jocelyn Tandong Usman, married and a resident of Phase III, Alta Tierra Tiguma this city when he came to the office of the Pagadian Tribune to personally air out her grievance against the snail pace movement of her case against her husband, Hon. Uyag P. Usman, Shari’a Circuit Court Judge in Pagadian City for alleged violations of Republic Act 9262 for "Physical Injuries" and alleged violations of Republic Act 9262, for "Conduct Unbecoming of a Judge.

These complaints stemmed from alleged claims of Ms. Tandong Usman that she was allegedly mauled and manhandled by her husband on January 15, 2008 at her residence which resulted to many contusions and abrasions to her as stated by a medico-legal certificate issued by the City Health Officer Dr. Noel E. Ceniza, MD of Pagadian City further certifying that the medical attention for the her would last from 6 to 8 days. Court Administrator Zenaida Elapano of the Office of the Court Administrator of the Supreme Court in Manila has required the judge to comment on the verified complaint of Ms Tandong Usman in an indorsement dated April 8, 2008 within 10 days from receipt of the indorsement and further directed to explain "why no disciplinary action would be taken against him for violation of his professional responsibility as a lawyer pursuant to the resolution dated September 17, 2002 of the Court En Banc in A.M. No. 02-9-02-SC."

Based on the sworn statement made by Ms. Tandong Usman before PO1 Maricar Pellina of the PNP Womens’ and Children’s Desk, she alleged that the judge on the night of January 15, 2008, upon her arrival at her residence, she opened the door with her keys and found out that the door was not properly locked. She asked her husband why the door wasn’t properly locked but she was allegedly answered in a shouting voice by her husband which she answered that he, (referring to the husband) should not shout. She alleged that she was immediately boxed, hitting her on the face and left arm.

The wife pleaded to her husband but she alleged it all fell on deaf ears, helpless and was continuously hit by the man. She allegedly fought back but she said that her husband was just too strong for her and even heard her husband allegedly repeatedly saying to her "Hapit na death anniversary sa imung magulang.Basin isunod tika! Buk-an tika ug ulo!" It can be recalled that Ms. Tandong Unsman’s brother, the erstwhile Department of Education Regional Supervisor Shaid Brien Tandong was also murdered a few years back.

She continued that sensing she was in danger should she continue fighting back, she just "kept quite and gave in to everything he wanted that night". The lady managed to contact her daughter from a previous marriage the next day and related to her what happened and accompanied her to the police station. She further alleged in her affidavit that this was not the first time her husband maltreated her but was hit many times already and just kept quite for fear because allegedly her husband has been threatening her and her children should she report any of these incidents.
Ms Tandong Usman revealed that both she and the judge were married in Islamic rites on December 20, 2004 at the Liga City and such union was registered pursuant to Article 81 of Presidential Decree 1083.
Ms Tandong Usman nearly in her tears recalled how she was not rightly entertained when she went to the Office of the Prosecutor when she inquired about the status of the criminal case she filed against the husband judge because the said indorsement of the case from the Office of the Pagadian City Chief of Police to the Office of the City Prosecutor dated January 18, 2008. She further stated that a lady prosecutor whom she forgot the name ignored her while she was relating her plight and expressing her desire to have her case elevated to the court and she further stated that she was not given any notice relative to her case and feared that her fight against this injustice would be an exercise in futility.**
