Zambo Sur pursues hydro power generation
PIA on 07/23/2008 at 10:25am (UTC) | | Pagadian City (10 July) -- Zamboanga del Sur is keen to generate its own hydro power plant in anticipation of an energy crisis by 2010.
The lady governor cited a forecast made by experts that in the coming years there will be energy crisis in Mindanao. Having a potential hydro power source at Lake Biswangan, Lakewood, her administration wants to put up a 5-megawatt hydro power plant here to supply the energy requirement of the province.
Determined to push the project, Governor Cerilles disclosed that she would seek assistance from President Arroyo to fund the feasibility study.
Presidential Adviser for Mindanao Affairs Ferdinand Mahusay suggested that after the FS is done, RDC should endorse it to President Arroyo for its certication as priority project for Zamboanga del Sur.
It may be recalled that in July last year, the Provincial Development Council passed a resolution favorably endorsing the request to then Department of Energy (DOE) Secretary Raphael Lotilla to allocate P200-M for the proposed construction of Lakewood mini-hydro power plant. However, it was not materialized.
The project is being supported by the private sector, specifically by Zamsureco-1. Its manager, Jose Raul A. Saniel said Zamboanga del Sur has a potential power source which if cultivated and utilized well could lessen the impact of the energy crisis to residents here
If the 5-megawatt project in lake Biswangan, Lakewood, and the 6-megawatt Zamsureco-l project in Josefina be realized, the first and Second Districts here will each have a hydro power plant, Cerilles mused. (PIA-RO9/ppb/pgo)

NIGHTMARE AT THE PROVINCIAL HOSPITAL (PART II)
PSRADI on 07/23/2008 at 10:23am (UTC) | | I went back to the quarters that pushed me around and confronted them with a bang on the table as I was fuming mad especially when the nurse who gave me false information about the chart replied with a sarcastic tone and DENIED WHAT SHE SAID! That was past 10PM already. Some patients could have died with that situation. But the laws of karma would follow them, these people will experience the same fate, as what you give to the world will eventually come back to you. Good luck, nurses!
I begun shouting at them because of their clear indifference, telling them that they do not deserve their jobs, they do not deserve the taxes I pad which they receive as salaries, I TOLD THEM THAT THEY SHOULD DO EXTRA EFFORT IN EXPLAINING TO UNEDUCATED PATIENTS THE PROCESSES INVOLVED IN THEIR DESIRE TO SEEK MEDICAL TREATMENT, LIKE TELLING THEM TO SECURE A REQUEST FROM THE DOCTOR BEFORE THEY COULD ASK FOR BLOOD AT THE RED CROSS. THAT SIMPLE, BUT THEY FAILED, MISERABLY AND UNEXCUSABLY. For all I know, they failed to give the request because maybe, the doctor is not in!
It is a pity, what happened was the patients were at that moment were educated than the nurses with their attitude.
As I continue to write this article, I was informed that there was an investigation conducted by the Provincial Hospital regarding the incident and here are interesting remarks made by the nurses, as to their version of the “nightmare”, signed by them, too.
Henrita Cajetas in her incident report said that “at around 10PM more or less on June 28, 2008 patient Esmas was brought to ward from ER conscious” and “Suddenly, a certain person named Radi came in asking “pila di ay ka dugo ang gikinahanglan ngano nga wala pa man maoperahan dayon kay si Mayor Afdal ga sige na ug panawag. Mao diay mangamatay inyo pasyente diri kay dili ninyo atimanon dayon. In an angry way. I explained to him but he ignored. A woman came and give their sutures so I checked the stock of the patient and I found out that there was no anesthesia so I gave another prescription despite that ER staff endorsed us that all prescription was already given to the watchers. But still Mr. Radi continued shouting and said ”Gabayad ko ug buwis gikaon ninyo ako gibayad nga buwis” the he banged the SA counter mirror using his hands, then kept murmuring and yelling us”.
This is for Ms. Cajetas in reply to her statement which I quoted word for word.
I never spoke of the name Mayor Afdal in my outrage because of the staff’s insensitivity to the needs of our patient. Never. It was you yourself who said that it was around 10 PM and you discovered that the stocks to be used was checked by you and you said there was NO ANESTHESIA. Now, it was 10PM and you very well know that there is an emergency case, a matter of life and death no one knew that your prescriptions DO NOT INCLUDE ANESTHESIA. How could you operate on the poor patient then without it? See, that is why I AM ANGRY. That is why I wondered how your unit ran things at my expense because you see, that is my tax you are spending there. Now, don’t I have the right to be mad as it is a life of a poor person we are dealing with? Not peanuts!
Another one, Senior Nurse Eva Joy Solatorio also wrote in her incident report said and I quote in full, “ Patient: Esmas Benjie-admitted at ER around 8:10 PM due to multiple Gunshot wound abdomen. Dr Natividad examined and referred immediately to surgeon Dr Ampong (as private surgeon) Dr Ampong examined the patient for stat exploratory XXX while patient still at ER.”
“The patient was already ready for OR before transported to Station A surgical ward at 10PM. Some of the medication and material for OR were still prescribed. The patient also needs two units of bld type “O”.They were able to secured 1 unit only from the hospital laboratory so the nurse advised the watcher to go to Red Cross to secure another 1 unit of blood”
But the patient’s aunt and Mr Jun Radi shouted and harassed the nurses in the station because they claimed that they were not given the blood request from ER for the additional blood required for OR use.
However, Miss Ethel Dejos called up the Red Cross and found out that there was no available blood of same type.
After a while, they decided to transfer to PCMC and left bad words with all the personnel. They even threatened us if something might happen with there patient they will be coming back (in a very angry voice (kay wala ninyo tagda ang among pasyente, inyong gipasagdaan)”
That was a complete quote, including the grammatical errors but that is not the issue here.
Ms. Solatorio, this is my reply to your report. You said the patient arrived around 8:10 PM and was examined. The staff called on the surgeon on duty (Dr. Saludsong) but his mobile phone was UNATTENDED (imagine a surgeon on duty cannot be contacted?) so Dr Ampong was called as a private surgeon, meaning the patient will pay as private client in a government hospital. You also said the patient was examined by Dr Ampong and was ready for operation but Ms. Cajetas said there was no anesthesia so, how come the patient was ready for operation?
I admit I was on my loud voice but I DENY THAT I HARRASSED AND THREATENED YOU. You should be able to show proof that I harassed and threatened you because that was a LIE, a blatant lie and an excuse for this misdeed you and your company made. For the record, Ms Solatorio, I am not related to the patient. I do not know the patient, only that I stayed there because I noticed your insensitivity and it was a public duty as my superior called me and see to it that OUR CONSTITUENT is okey, which he was not.
Let this be a lesson to you Ms. Solatorio, you have many patients there and some are fighting for dear life. Just be careful and serve them well, you will never know, some patients would not and cannot accept the shabby treatment given to them.
Ms Dejos indeed called the Red Cross BUT SHE DID IT AFTER THE WATCHER HAS ALREADY BEEN TO THE RED CROSS. Imagine, a family member, at past 10 PM going to Red Cross at Buenavista from the Provincial Hospital and then going back because there was no request from the hospital for blood? That was GRAVE INSENSITIVITY!
Again, how I wish this could happen to you. I would laugh my heart out! But surely, the Lord watches.

Dipolog celebrates 95th founding anniversary
By Franklin P. Gumapon on 07/23/2008 at 10:22am (UTC) | | Dipolog City (2 July) -- This city turned 95 years old yesterday and barely five years from now she will be 100 years old.
In celebrating her 95th founding anniversary, a number of activities have been lined up as early as June 23 to make the occasion meaningful and colorful though in a simple and frugal manner.
Capping the celebration were activities like photo and visual art exhibit, agro-trade fair, video showing of Dipolog history, concert at Dipolog Boulevard, amateur boxing tournament, singing competition among city government employees and others.
For her part, Mayor Evelyn Tang-Uy has been grateful for the support of all the people, provincial officials, civic organizations, government workers and other sectors, "as they have all contributed to the city's peace, growth and development."
On the other hand, Atty. Emmanuel M. Dalman, former commissioner of the Commission on Audit (COA) who served as the guest speaker in yesterday's anniversary program, urged all Dipolognons to help address the food and energy crises the country is faced with today by staying "committed to do what is best for one and all."
"Let us not kill our own initiatives. After satisfying our local needs, let us move forward and help contribute to national growth and development," Dalman stressed.
"Let us also save our country from crisis in economy, politics, governance, patriotism and morality," he emphatically said.
This city's 95th founding anniversary celebration carried the theme, "Dipolog: Nakahi-usa sa Kalinaw ug Kauswagan" (Dipolog: United for Peace and Progress). (PIA-ZN)
